As discussed at a meeting on Wednesday 18th May at the City Chambers Chaired by Baillie Mc Fadden.
Feedback from Land services: Attached a copy of the planned proposals for Kelvin Way
The main points to note are: -
GCC Land and Environmental Services have agreed to look at the other access points and new
TOUCAN crossings on University Avenue and Great Western Road. More detail about the Safe Routes to school meeting: Four parents, Mr Donaghy and representatives from the local residents and shopkeepers met today with Bailie McFadden, Councillor Roberts, Ian Robertson (Assistant Director Education) and representatives from Planning and Roads. It was a fairly positive meeting with all agreeing that child safety was at the centre of all considerations.
Having looked again at creating a ‘green’ zone which parents driving to school will be encouraged to use, Land and Environmental Services propose creating 51 short term parking bays on either side of Kelvin Way in the immediate vicinity of the school. It was felt this was safer and could accommodate more cars than using the slip road into the park. These will have 30 minute (costing 10p) limits 8am-6pm Monday to Friday during school term time.
This requires to be done by statute but LES think it will be in place for August.
Discussion of opening the gate on Otago Street near West Bank Quadrant and using the ‘civic’
entrance for breakfast club/after school was more complicated but it was agreed that the Council will apply to vary the school’s planning permission to allow *pedestrian access only* at this point.
This will be a ‘red’ no go zone for parents cars. It is far from guaranteed that this will be successful and may not be in place for the start of term but at least it is a start.
There will be a 20mph limit on a stretch of Kelvin Way during school entry/lunch/closing and lollipop assisted toucan crossings on Kelvin Way (new crossing near the school) University Avenue (new crossing at Oakfield Avenue) and on Hamilton Park avenue over Great Western Road towards Oakfield Avenue
